Some users reports 403 errors

Hello,
some of my customers report that they get a 403 forbidden error when they try to download the pdf file they bought.

I switched from the forced method to the redirect method, but still some are reporting that they get a 403 error.

I am struggling here, because for most of the customers it works fine – others get the 403 errors. Is this a known issue? How can I solve it – to me it sounds like this may be a browser issue?
