IP Geo Block and 404 Error handlers

I’m using IP Geo Block with the Error Manger 404 plugin and set the IPGB response code to “403 Forbidden”. My expectation was that IPGB would block requests from non-US countries and the EM plugin would never see them. IPGB is logging blocked attempts but they still get processed (and logged) by EM. What do I need to do?
