Network setup doesn’t appear.

Hi,

I want to create a multisite network. However, I don’t see the option ‘network setup’ under tools.

Here’s what I’ve done so far.

I’ve put

 /* Multisite */
define( 'WP_ALLOW_MULTISITE', true );

in the wp-config.php file right above the line

/* That's all, stop editing! Happy blogging. */

In this picture, you can see it.

However, when I sign in, as admin I don’t see anything under tools. See picture.

And yes, I’ve used different websites that explain the steps on how to do this.
And yes, I’ve watched tutorials on YouTube.

And yes, I’ve even emptied my cache, tried it on another browser, and waited a week and tried it again.

But I still don’t know how to see the “network setup” appearing in my dashboard.

Can anybody help me?
