how to float topbar and sitewide banner width

Is it possible to float the top bar in such a way that when a user scrolls down the page the top bar sticks at the top of the browser rather than scrolling out of sight? I think the WP default 2014 theme does something like this. I’d like to figure out how to make the topbar in the Virtue theme do this too as then users would always have access to a navigation menu without having to scroll back to the top of the page to find it again. But then, if implementing that feature would cause problems for mobile users maybe it isn’t such a good idea.

I’m also trying to find out about the ideal width for the sitewide banner. I assume it’s 1170 pixels, to match the slider width. Is that correct?
