WP ajax is returning 0

I am new to WordPress and working on ajax request but unfortunately it is returning 0 so please help me to figure it out.
My folder structure is bit different, it means i am not firing ajax using functions.php file, however i have another folder TradePartners at the root folder which contains js/css folders and files further.

So above js code sends ajax request –
