My website is having issues with file uploads using the plugin Custom Contact Forms.

Things I have tried to alleviate the issue
Disabled all other plugins but CCF
Tried using other contact form plugins
Going to Permalinks settings and saved settings to flush the cache(recommended by the plugin)
Switching the theme to sixteen
Tried other types of document extensions (doc. docx. rtf.)
A side note this issue does not seem to effect MacOS or iOS products, but does effect Windows products.
